SBInet was a program initiated to add a new integrated system of personnel, infrastructure, technology, and rapid response to secure the northern and southern land borders of the United States. The project was part of the SECURE BORDER INITIATIVE (SBI), an overarching program of the UNITED STATE DEPARTMENT OF HOMELAND SECURITY (DHS) to organize the four components of border security:
The US Customs and Border Protection (CBP)
United States Immigration and Customs Enforcement
United States Citizen and Immigration Services and
The United Stated Coast Guard
The SBInet solution was managed and executed by the US Customs and Border Protection Agency and was deployed using a homeland security threat-based approach. US Customs and Border Protection’s top priority was to keep terrorists and their weapons from entering the United States, while welcoming all legitimate travelers and trade.
GPW was a subconsultant and contracted to fill the role of mechanical, electrical, and plumbing engineering consultants. All staff were vetted and approved for the highest-level security clearance. Over 40 facility sites were surveyed in 3 of the nine sectors on the southwest border of the US. Following each site assessment, GPW created a report detailing existing conditions and requirements to implement the new SBInet system initiative into each facility.
